In Memoriam: Brendan M. Harley, Sc.D, CEng, P.H., Dist.M.ASCE

It is with sadness that we share the passing of our colleague, mentor, and friend, Brendan Harley, Sc.D, CEng, P.H., Dist.M.ASCE. He dedicated over 50 years to MIT and CDM Smith, and will be remembered for his lasting contributions, technical leadership, and unwavering commitment.
Submit public comment to oppose OMB's proposed changes to federal funding
ASCE vehemently opposes the proposed rule titled “Regulation for Federal Financial Assistance,” recently released by the White House Office of Management and Budget. This rule would cause harm to scientific research and academia, professional societies and their member communities, and practicing scientists and engineers in all fields.
New Standard Proposal: Designing Offshore Aquaculture Facilities
ASCE is proposing a new standard, Designing Offshore Aquaculture Facilities, for ANS designation, and is seeking feedback from the civil engineering community. The proposal was circulated to ASCE technical units for a 30-day review, during which each unit submitted comments. The Codes & Standards Committee will review all feedback before deciding next steps.

Standard Guideline for Infiltration-based Stormwater Control Measures for Permeable Soils

Standard 79-26 details a guideline for infiltration-based stormwater control measures (SCMs) for permeable soils and addresses their design, installation, and operation and maintenance.

The ASCE/EWRI 79-26 standard provides guidance on the design, installation, and maintenance of infiltration-based stormwater control measures (SCMs) in permeable soils. It focuses on three common practices which capture runoff, promote groundwater recharge, and help treat pollutants.
The guideline covers key design factors such as soil properties, infiltration rates, climate, and groundwater protection, along with methods for sizing and evaluating system performance. It also includes recommendations for installation, operation, maintenance, documentation, and performance assessment.
